the Shirvanshahs' Palace complexThe municipal government discusssed the question about of the seaside boulevard (seafront) repeatedly but only in 1909 took practical steps. The initiator and inspirer was a talented engineer Mahammadhasan Hajinsky. At that time he was in charge of the department of construction in the municipality. The city authorities decided to assign 600 000 ruble for laying of the boulevard. Baku millionaires allocated a considerable amount.
Considering, that a boulevard is a sea fa?ade of the city, the authorities announced a competition for the best project. The outstanding architects, civil engineers in all more than 30 people took part in the competition. The winner of the competition was G.M. Termikelov.
In the beginning, it was decided to equip the coastal territory located between the mooring (quay) of the society "Caucasus and Mercury" and Said Mirbabayev's house (from the puppet-show up to Azneft). This part of the sea was cluttered up with rotted timbers, old boats, ragged sails.
In 1910 they began to clear away the territory, to plant trees, bushes, laid the flowerbeds. Under the project of the engineer N.G. Bayev a bathing-place was constructed at the boulevard. The building surrounded by green trees and flower beds resembled a fairy-tale summer palace. In connection with the erection of the bath the newspaper "Caspian Sea" wrote (¹ 136, 1914): "A fine building of the sea bathing-place of Baku has towered above the water. With the exception of Nyssa, there is no second such beautiful, spacious building on the water in Europe".
In the post-war forties the bath was liquidated in connection with the rise of the level of water in the Caspian Sea and partial reconstruction of the boulevard.
At that time parachute towers installed in the parks of relaxation and other places of public promenade were functioning in many cities of the Soviet Union. On initiative of Baku Town Council a parachute tower 70 meters in height was produced at a mechanical engineering factory "Baku worker". It was installed at the boulevard of Baku on the 28th of April, 1936. All wishing to try this kind of sport could use this tower. Besides it, here parachute jumps on initial military preparation of the youth were held. The height of jumps could be 20, 25, 60 meters. For all time of functioning of the tower an accident happened. It happened in the sixties of the XX century. After that the tower ceased to function. However, it wasn't demolished and stands at the boulevard as a reminder of the past to this day, and, carrying out a useful function: a panel showing time, force of the wind and temperature of air was installed on it.
To the beginning of the fifties the seaside boulevard stretched out for 2,7 km along the coast of the Caspian Sea, from the ship-repairing factory called "Paris com" up to the new sea passenger station.
In 1996, under M. Guseynova's project, an area open to the sea, merging with the suitable boulevard here was created at the seaside boulevard in the region of Azadlig square. This area ended with descents to the sea, decorated stalls greenness, flowerbeds and cascade of fountains. In 1967 the same author worked out a project of reconstruction of all the seaside boulevard. In connection with a significant fall of level of the Caspian Sea that reached the lowest mark in 1977, and bareness of wide strip of the former sea bottom, the works were undertaken for creation of the second bottom terrace of the seaside boulevard. Avenues, lawns, fountains were constructed on the formed bottom terrace.
In the nineties in connection with the sharp rise of the level of the Caspian Sea the walking pier, boat wharf and yacht-club were sunk. And as a result of implemented reconstructive works the bottom terrace of the boulevard had to be lifted.
In 1998 the seaside boulevard received a status of National Park according to the decree of the president of the country.
In 1999 the project of the new National Park was worked out by the collective of the Institute "Bakidovletlaiha", just at that time the fund named "Seaside National Park" was formed. Under the project it is provided for the expansion of the territory of seaside region from the sea station up to the island Boyuk Zire (the former island Nargin). Not far from the sea station there will be swimming pools, bowling alleys, and also playgrounds for children with side-shows and sport constructions.
It is planned to keep and modernize the parachute tower. It will be built onto and equipped with a high-speed lift. The side-show "Lunapark" will be placed behind the tennis courts, and a new, modern yacht - club, corresponding with world standarts will be located in place of old one. For convenience of those who are resting, the motorway on the avenue Neftchilar will be liquidated and an underground street will be constructed for the road transport. So, the pedestrian zone, adjoining to the National Park will make a unified complex with it. And at last, according to the designers' plan "Disneyland" of Baku will be erected in the most remote territory of the new National Park. The restaurants and cafes, new and also this kind of popular enterprises working long ago will function on the whole perimeter of the park.
